Year 2 Out of Window Funding Released

Pennsylvania's Schools and Libraries to Receive $24 Million in First Wave of
Year 2 Out-of-Window Funding
* All Requests Will Be Funded
* Specific Rules Regarding Follow-Up Steps Addressed
It is my great pleasure to tell you that the SLD is able to fund ALL
approved requests for Year 2 Out-of-the-Window Funding, and that the first,
and likely the biggest wave of these funding commitments is being mailed
today! These applications were completed and/or received after the close of
the Year 2 Form 471 filing window on April 6, 1999 but on or before March
31, 2000. Congratulations to the dozens of PA entities that have patiently
waited over a year for decisions on these requests which total $24 million
in Wave 21, and likely more in subsequent waves.
The list of Wave 21 funding recipients is listed below (3-4 smaller waves
are expected over the next few weeks). If your entity is listed, you will
be receiving a funding commitment letter next week. Please read this
message very carefully, as well as the funding commitment letter, which will
list even more details. If you applied for these funds and your entity is
not listed, you likely will receive a funding letter in one of the later
waves.
IMPORTANT
If you are funded for RECURRING SERVICES, these commitments cover only those
services installed and delivered during Funding Year 2, which ran from July
1, 1999, to June 30, 2000. Therefore these funding commitments will
basically reimburse you for funds already spent. If SLD receives an invoice
for payment - either a BEAR Form (Form 472) or a Service Provider Invoice
Form (Form 474) - referring to these commitments and the recurring services
were delivered AFTER June 30, 2000, that invoice will not be paid. Assuming
that these services were delivered from July 1, 1999 to June 30, 2000,
follow these next steps:
1) Review your funding commitment letter to ensure that all dates and
amounts are accurate.
2) Submit your Form 486 to the SLD to indicate that services has started or
been performed.
3) Wait 3-4 weeks for the SLD to process the Form 486.
4) Submit invoices to the SLD for payment (likely a BEAR form for most
applicants).

For NON-RECURRING SERVICES, the FCC has given you extra time to have these
services delivered -- from July 1, 1999 up through September 30, 2001. If
your work already has been performed, then you simply need to submit a Form
486, and then after you have given the SLD sufficient time to process that
form (approx. 3-4 weeks), submit an invoice for payment - either a BEAR Form
(Form 472) or a Service Provider Invoice Form (Form 474).
If you have been waiting for a funding commitment letter to begin your
non-recurring service - and if the Contract Expiration Date reported on the
Form 471 has passed (you'll know by looking at your funding commitment
letter), you will have to file a Form 500 changing the Contract Expiration
Date. Why? Because if you file a Form 486 which shows that your Actual
Service Start Date is later than your Contract Expiration Date, the SLD will
not be able to process it. If you are in this situation (which I suspect
that most of you are NOT), follow these steps:
1) Negotiate a contract extension with the service provider.
2) File a Form 500 to notify SLD of the new Contract Expiration Date.
3) Begin work.
4) File a Form 486 notifying SLD that work has begun.
5) Wait 3-4 weeks for the SLD to process the Form 486.
6) Submit invoices to SLD for payment.

What Should I Do if the Equipment I Requested No Longer is Available?
The SLD has just released a new procedure for service substitutions,
involving a modification in products or services from those originally
specified in the Form 471. These new procedures will apply to all funding
commitments, not just those issues in the Year 2 funding. Basically, the
same functionality contained in the original description of services must be
maintained and the applicant is requesting changes only in the specific
technical components involved.
Following are the key points of the new procedure:
* Service Substitutions may involve more comprehensive changes to a
Funding Request than the component-to-component changes allowed under the
old procedure.
* Applicants must request a minor modification to an existing contract
by completing and submitting Blocks 1, 2 and 6 of a paper Form 471.
* Service Providers are encouraged (but not required) to submit
information to SLD when changes in their products or services affect a
substantial number of applicants.
The FCC has indicated specific criteria that must be met for a Service
Substitution request to be approved. This information and instructions for
requesting service substitutions are posted on the SLD website at:

What Should I do if I Need to Change Service Providers?
After you have received your funding commitment letter, simply send a letter
to the SLD indicating that you need to change providers. As you know, the
SLD now allows you to change providers for any reason, as long as it is done
after a funding letter is received. For complete instructions, visit the PA
