Year 3: Wave 19 E-rate Funding Commitments Listed

Congratulations to the following 2 Pennsylvania schools and libraries
that will be receiving Year 3, Wave 19 E-rate Funding Commitment Letters,
totaling $1,347,855. A summary of each commitment is listed below, and
detailed information will be posted to the SLD web site
www.sl.universalservice.org on Monday. The actual letters are being
mailed today and should be arriving next week. IF YOU DO NOT RECEIVE YOUR
LETTER NEXT WEEK, CALL THE SLD AT 888-203-8100 TO HAVE ANOTHER LETTER
MAILED. WE UNDERSTAND THAT SEVERAL ENTITIES ARE LISTED IN WEEKLY WAVES, BUT
THEN DON'T RECEIVE THEIR ACTUAL FUNDING COMMITMENT LETTERS.
* Although the SLD has said that 90% of the funding commitment letters
have been issued, there is almost $1billion remaining to disburse.
Therefore, if you have NOT been included in any of the first 18 waves, there
will likely be several more before Year 3 is over. So as long as you
have received your Year 3 Receipt Acknowledgement Letter, there is nothing
you can do but wait until your funding commitment letter is mailed (that,
and responding to any PIA calls that you receive on your application).
* Please read your funding commitment letter carefully when it arrives.
We understand that some FRNs have been incorrectly denied and we encourage
everyone to appeal if they believe they are in this category. As a
general rule, appeal SLD mistakes to the SLD, and appeal rule changes or
special considerations to the FCC. The SLD has no authority to grant an
appeal unless an error was made in their processing.
* The next step is to file a Form 486. The new form is now available on
the SLD web site www.sl.universalservice.org/Reference/forms.asp and
will be mailed separately to all funded applicants explaining the changes.
All Year 3 applicants must use the new form 486.
* Applicants will be allowed to choose between a reimbursement option
(using the BEAR form), or receiving discounts on bills if they file their
486 early. Whichever invoice is submitted first (BEAR or service provider invoice) is how all future invoices for that FRN must be submitted, so please make your initial decision wisely.
* If you disagree with a funding commitment decision, an appeal letter
MUST be received at the SLD within 30 days of the date that is on the
decision letter (not the letter's postmark date). There are no exceptions
to this rule. If you find that your funding commitment letter does not
arrive in a timely manner, please let me know as soon as possible so I can
report this to the SLD.
