SLD Updates E-rate Eligible Services List

The SLD has just released an updated list of eligible services. While most of them are not overly newsworthy, they are worth a review as you are
completing your Year 2 Form 471. -- Julie
E-RATE NEWSFLASH
SLD ANNOUNCES UPDATES IN ELIGIBLE SERVICES
The Schools and Libraries Division (SLD) issues the following update on eligible services. The SLD is working on a comprehensive update to the
Eligible Services List posted to the SLD Web Site and is sending out this Newsflash as an interim step to inform our applicant and service provider clients of this important information. These items will be incorporated into the updated Eligible Services List to be posted to the SLD Web Site in the near future. Please remember that you should not assume that any item not on the List is eligible for discounts.
Telecommunications Services Update
Additional Directory Listing: Not Eligible. Additional Directory Listings, for which a fee is charged, and charges for unpublished or unlisted
telephone numbers, are not eligible for discounts.
Coin Telephone Service-also called Payphone Service: Not Eligible. Coin telephone service, also called payphone service, is not eligible for
discounts. Similarly, the actual payphones themselves are not eligible for discounts.
Direct Inward Dialing Service: Eligible. Direct Inward Dialing service, which allows outside calls to be directed to a Private Branch Exchange
station line without the use of an operator, is eligible for discounts.
Interactive Television: Conditionally Eligible. The components of interactive television that are the communications paths used for
Interactive TV and inside cabling or wiring are eligible for discounts. Set top boxes, cable modems, televisions and other equipment are not eligible
for discounts.
LAN Interconnect Service: Conditionally Eligible. LAN Interconnect Service, which connects various locations of a wide area
network--typically through leased private line services-through facilities leased from a telecommunications common carrier, is eligible for discounts. If the
service is not leased from a telecommunications common carrier, the service is not eligible for discounts.
Message Rate Service: Eligible. Message Rate Service, which is one method for billing local telephone calls based on the number of message units
used during a billing period, is eligible for discounts.
Radio Loop: Eligible. Radio Loop is provided by a local exchange telecommunications carrier and is called Basic Exchange
Telecommunications Radio Service (BETRS). The service is used by local telephone companies to provide dial tone to subscribers in certain circumstances. When used as a means of providing an otherwise eligible telecommunications service such as basic local service, the Radio Loop Service or BETRS is eligible for
discounts.
Switched Megabit Data Service: Eligible. Switched Megabit Data Service, which is a high speed, connectionless, packet-switched data service using
cell-relay technology, is eligible for discounts.
UNI Link-Port, Channel Termination and Mileage: Eligible. UNI Link-Port, Channel Termination and Mileage, which is the physical
electrical and functional demarcation point between the user and the telecommunications carrier's public switched network facilities, is eligible for discounts.
Internet Access Service Update
No new issues have been raised or resolved: Internet access is eligible and Internet access training is not eligible for discounts.
Internal Connections Update
Antenna: Eligible. Antenna, a device used for transmitting, receiving or both transmitting and receiving signals, is eligible for discounts when
used in conjunction with eligible services.
Broadband Amplifier: Conditionally Eligible. Broadband Amplifier, which is a device used to amplify UHF, VHF or FM radio signals greater than 3 Khz,
is conditionally eligible for discounts. If used in the transmission of voice and data signals in conjunction with eligible internal connections, the
Broadband Amplifier is eligible for discounts. If used in conjunction with ineligible internal connections, the Amplifier is not eligible for
discounts.
Cable Box: Conditionally Eligible. Cable Box, which is CAT5 cable boxes and part of internal connections, is eligible for discounts. If the
cable box is part of a coaxial television system, it is an attachment to the end of the cable for selecting cable channels and is not eligible for
discounts.
Call Accounting System: Not Eligible. Call Accounting System, which provides comprehensive call costing by translating call record detail
output based on a user profile, is not eligible for discounts.
Call Sequencer: Not Eligible. Call Sequencer, also called Automatic Call Sequencer, which is a device or adjunct piece of equipment used with a
PBX or key system to distribute incoming telephone calls among a select number of telephones or stations, or to answer incoming telephone calls and
provide prerecorded announcements, is not eligible for discounts.
Call System Console: Eligible. Call System Console is a component of PBX or key system and is eligible for discounts.
Cartridge Magnetic Tape: Not Eligible. Cartridge Magnetic Tape, which holds magnetic data of some type and is a storage device, is not eligible
for discounts.
CD Rom Server: Not Eligible. CD Rom Server, which is a CD medium storage and processing server typically consisting of CD ROM Towers and
multiple CD ROM drives, is not eligible for discounts.
Connector: Eligible. Connector, which is a device that electrically connects wires or fibers in cable to equipment, or other wires or fibers,
is eligible for discounts. A connector at the end of a telephone cable or wire is used to join that cable to another cable with a matching connector or
to some other telecommunications device.
Coupler: Conditionally Eligible. Coupler, which is a device installed to allow users to connect more than one television set to a cable feed
entering a premises, is conditionally eligible for discounts. If the coupler is part of the installation of coaxial cable, then the coupler is eligible for
discounts.
Disaster Recovery: Not Eligible. Disaster Recovery, which describes the means of restoring service to a computer network that has suffered a
disaster, is not eligible for discounts. Such costs may include the rental of a site that houses links and equipment that is modeled after the
network.
Domain Name Server: Eligible. Domain Name Server, which is a file server connecting to the Internet or software in a file server that is
connected to the Internet containing the programs and files for domain name databases, is eligible for discounts.
E-Mail Server: Eligible. E-Mail Server, which is a file server that manages the traffic of electronic mail messages for the Internet, is
eligible for discounts.
E-Mail Service: Eligible. E-Mail Service, which provides for the transmission of simple text messages and other embedded data, is eligible
for discounts.
E-Mail Software: Eligible. E-Mail Software, which operates an E-Mail server, is eligible for discounts.
Electronic Library: Not Eligible. Electronic Library, which is a searchable version of the reference and periodical sections of a library,
is not eligible for discounts. An On-Line Public Access Catalog System is not eligible for discounts.
File Server: Eligible. File Server to LAN Software, which is used to connect file servers on a LAN, is eligible for discounts.
File Transfer Protocol: Eligible. File Transfer Protocol, which is a file sharing protocol that operates at layers 5-7 of the OSI allowing transfer
of text and binary files to and from users connected to the Internet, is eligible for discounts.
Head-End Equipment-CAT/Video: Not Eligible. Head-End Equipment-CAT/Video, which is the originating point of signal in cable TV
systems, is not eligible for discounts.
Intercom System: Not Eligible. Intercom System, which is a stand-alone system and not integral as a bundled component of a PBX, Centrex or key
system, is not eligible for discounts.
Key System: Conditionally Eligible. Key System, also known as Com Key System, is a type of phone system that permits more than one telephone
line, PBX extension, private line or intercom line to appear on a single telephone, and is conditionally eligible. Only the costs associated with
the common control unit and not any costs associated with telephone sets are eligible for discounts.
Lightning Arrester: Not Eligible. Lightning Arrester, which protects computer equipment from lightning and static, is not eligible for
discounts.
Modem Card: Not Eligible. Modem Card, which is a modem in card form fitting into a slot of a computer's hard drive, is not eligible for
discounts.
Modem Eliminator: Not Eligible. Modem Eliminator, which is a wiring device used in place of a modem to interconnect cables and devices typically
connected by a modem, at distances up to several hundred feet, is not eligible for discounts.
Network Administration Software: Not Eligible. Network Administration Software (different from network operating software) which provides for
minimizing accidental reconfiguration and aids control of client workstations, is not eligible for discounts.
Network Management Software: Not Eligible. Network Management Software (different from network operating software) specializing in the
management of automated hardware and software inventory, configuration management, software metering and auditing and extensive reporting and advanced
scripting tools, is not eligible for discounts.
Power Conditioner: Not Eligible. Power Conditioner, which features both undervoltage and overvoltage regulation and filters undesired noise, is
not eligible for discounts.
Raceway: Conditionally Eligible. Raceway, which is a metal or plastic channel used for holding electrical or telephone wire is conditionally
eligible for discounts. Raceway located inside an eligible entity's building as well as raceway between eligible buildings located on a single school campus not crossing the public right of way is eligible for discounts. Raceway used for electrical wiring or for a wide area network is not eligible for discounts.
Web Site Construction Software: Not Eligible. Web Site Construction Software is not eligible for discounts.
